DOV Process for Italy -For Students who wish to pursue their higher education in Italy

The “Dichiarazione di Valore” (DOV), or Declaration of Value, is an informative document issued by the Italian diplomatic missions abroad that confirms the value and equivalence of a foreign educational qualification within the Italian educational system. It’s typically required by Italian higher education institutions when granting admission to foreign students.
Here’s a breakdown of the DOV process for Italy:
1. Eligibility and Purpose:
    • Foreign Educational Qualifications:
The DOV is for individuals with educational qualifications from countries outside Italy who are seeking admission to Italian universities or other higher education institutions.
  • Admission to Italian Institutions:
It is a document that helps Italian institutions understand the level and equivalence of the foreign qualification in relation to the Italian system.
  • Not a Recognition:
The DOV does not formally recognize the foreign qualification in Italy. It’s an informative document that helps institutions during the recognition process.
2. Required Documents:
  • Duly filled and signed DOV request form:
This form is specific to the Italian consulate or embassy where you’re applying.
  • Original educational documents:
These include the final degree/certificate, transcripts, and any relevant mark sheets. These documents must be authenticated (HRD attestation) and apostilled by the Ministry of External Affairs (MEA).
  • Translations:
All educational documents must be translated into Italian by a certified translator.
  • Acceptance letter from the Italian institution:
This confirms that the Italian institution requires a DOV for your application.
  • Passport copy:
Include the first and last page of your passport.
  • Other documents:
Depending on the specific requirements of the Italian institution and the type of qualification, you may need additional documents like a pre-enrolment summary from the Universitaly portal, a copy of your 12th-grade certificate (if applicable), or information about the Indian university’s grading system.
3. Submission:
  • Via VFS Global:
For students in India, the DOV application is often submitted through VFS Global centers in Mumbai, Pune, Ahmedabad, or Cochin.
  • Via Uni-Italia:
Alternatively, the application can be submitted through the Uni-Italia office in Mumbai.
  • Directly to the Consulate:
In some cases, applications can be submitted directly to the Italian Consulate or Embassy.
4. Evaluation and Issuance:
  • Verification:
The Italian Consulate or Embassy will verify the authenticity of the submitted documents.
  • Evaluation:
They will evaluate the documents and issue the DOV, confirming the value of your educational qualification in relation to the Italian system.
5. Fees:
  • Consular fees: There are consular fees associated with the DOV application, which may vary depending on the type of qualification and the specific consulate.
Important Considerations:
  • SDM Attestation:
Attestation by a Sub-Divisional Magistrate (SDM) on study documents is generally not accepted.
  • Competent Authority:
Attestation by the relevant education board and/or the Ministry of External Affairs (MEA) is usually required.
  • “One and the same certificate”:
If there are discrepancies in the applicant’s name across documents, a “One and the same certificate” may be required, duly attested by the competent authority and apostilled.
  • Affidavits:
Affidavits will not be accepted in place of official documentation.
By following these steps, you can navigate the DOV process for Italy and ensure your foreign educational qualification is properly recognized for your application to an Italian institution.
